This is required to comply with the Linux File System Standard. Anything
distributed by the initial distributor (in this case RedHat) is supposed
to go under /usr; add-on stuff goes to /opt and perhaps /usr/local. See

RH-6.0 (to which you refer) uses egcs-1.1.2 as the default compiler. If
other distributions which do not have an adequate c++ compiler installed
wish to comply with the FHS, they will have to modify the auto-config
stuff, it would seem, to avoid this problem.

Lots; mainly flames by people who do not understand the Linux FSS (as
evidenced by the fact that they argue it should fall under /opt to comply
with standards, whereas that exactly is what RedHat is doing be putting
it under /usr). Read the mail archives.
