Hmmm,  seems that this is the best option. (is "mini" a
valid choice for the Desktop/kfm and "other" (btw, "other"=what?) icons
as well as the panel icons?

(other option: suppress panel icon size selection in
display/style configuration)


But configuring the same thing in two places seems
a recipe for mixups.  better to suppress the configuration
in the panel section, and add a message telling the user that
panel icon style is now configured in desktop/display/style ?

At any rate, if the  panel icon size IS to be configured
in two places, the same options should be offered by both dialogs !
