Neither, it is incomplete code right now ;-) In KDE2 the root window icons are
managed by KDesktop, not the file manager like in 1.x. In addition to not
having to have Konq always running, KDesktop is also supposed to allow much
more sophisticated desktop manipulation - but that is not finished or in CVS.
Since I don't work on or know much about that part of KDE I really can't
comment on what it will be doing, just that until it is done icons will be
stuck in one place it seems.
