Short answer: KOM is CORBA, hence it inherently is capable of running remote. HOWEVER, it doesn't precisely because of your second question: there hasn't been any good method of authentication thought up yet that will work with remote KOM. Until there is, KOM objects will only work locally. It's quite possible that a lengthy discussion about this happened on kfm-devel@kde.org.
