Zope can be used as an on-site generator for static pages, I believe. It's
just that at generation time, it will do things quite dynamically (can use
DB backends, build pages from bits and pieces in a much more flexible ways
than using a template). But this has to be investigated further.

There's also HTMLgen, another Python package. I didn't use it, but it
seems it could be quite good.

Because www.kde.org and developer.kde.org get mirrored on some 300 mirror 
machines (or more?) and the main one (kde.org itself) as long as many
others, don't support CGI or dynamic web.
