dear kde-team,

there is a feature I really miss in kwm:
the option, in the window menu (the one with "maximize", "size",
"to desktop ->", etc), to set the layer of the window.
a simple "always on top" option would also be useful.

i use this feature in icewm. take look at it, if you don't know.
it is very clean and light. do just what you want.
you can also borrow some code, but i think this is a simple
feature to implement.
