You need to add a directory to KDEDIRS which contains additional settings for this user. Depending on the user you can add different directories. This is not restricted to kpanel only, ALL applications and ALL settings will take advantageous of this. (E.g. you can provide groups of users different default styles, different default colors, different default icons and even different levels for ksnake).
