I have committed an improved KLocale that supports localization of all
things outlined in the subject.  Methods are well documented via
kdoc-style documentation in the header.  There are some nice functions
formatNumber(), formatMoney(), formatDate(), and formatTime() that people
will probably like to use.

I might wrap QDate/QTime and make their "toString()" functions actually
return the localized version instead of the fixed strings that Qt
implements.

Suggestions and improvements, comments, etc. are welcome.
