However, applications which are released independently of the main KDE releases can do what they want of course. The file KDE2PORTING in kdelibs should reflect the changes between 1.1.x and 2.0. The default CVS branch contains the code for KDE 2.0. The 1.1 branch (I don't know the name, but you can do 'cvs log ' to see the branche-names for a file) is used for bugfixes and will be released as KDE 1.1.2 (See the announcements of Matthias). There is a KDE-DEVEL-HOWTO which will hopefully be posted regularly to this list which addresses most of the above.
