Netscape decided to open up my.netscape.com and now anyone can create a
channel.

See http://my.netscape.com/publish for details on the setup and how to
create your own.

The old channels can't be moved over.  A new system was created to allow
anyone to create a new channel, and the old channels work totally
different.

It doesn't matter who creates it.  Asking someone on kde-devel sounds
good to me.  Just send them to http://my.netscape.com/publish. That
explains it all.
