Based on the description it seems to be done in a very cludgy way. 
The application has to load the background from a file from disk????

That's no transparancy but a window-background which tries to look like
the
desktop-background.

I think this unnecassery bloats KDE and doesn't add any value to KDE.
I think this would be more appropriated for a visual-oriented project
like GNOME or UDE. KDE (as far as I understand) tries to provide 
functionality.
