C: it is not really all that hard to do.
I wrapped Qt 1.33 in a week, and adding classes should be very simple 
(it's done semi-automatically using a script).

Having said that, there's a problem of me not using it, and therefore, 
not updating it. Some of the pieces are crap (specifically the signal/ 
slot implementation sucks) but that's not really big work to get right.

Perl: No idea right now.
