The problem is:
Say you compile kdebase containing kiss for Solaris.
The machine on which you compile it has perl in /usr/local/bin.
The machine on which the user runs it has perl in /usr/bin, /opt/perl 
or some other...
Since perl does not come with Solaris, it can be installed by the 
user in various places unknown to the packager, so it must be 
detected at run-time and not compile/configure-time.
