at the moment I have a mirror of the cvsup site running. Since there is
no 'all' kind of collection at cvs.kde.org, I hope I have the needed
stuff mirrored. My mirror has a kde-all collection.

The config is not completely equal, but here are the relevant parts of
my local cvsup config file:

*default release=cvs
*default base=/mnt/src
*default host=cvsup.nl.freebsd.org
*default hostbase=/home/kde
*default tag=.
*default delete
*default use-rel-suffix
*default compress
*default old

kde-all
#kdelibs
#kdebase
#kde-common
# etc...
