Python is the one we are standardising on, though we use perl a little
too.

Yes, look at SWIG and checkout the kdebindings module.

No need, you can make your code available in a shared library then call it
directly.

If you need to embed a script interpreter then take a look at
http://developer.kde.org/~moorer/kde/download for kpython which is a class
that embeds a python interpreter and provides an easy to use API for
communicating with it.
