kdelibs has been cross platform since 4.0. I'm not sure if anyone has tested
all of them on Android, iOS or Tizen, but for many of them I don't see why
they won't work.

You should have asked here first, I write QtCreator plugins in $DAYJOB (using
KDevelop, of course).
