A question to release experts,

The general case is: Assume I have package A which depends on package
B and package B provides libraries B1 and B2. If A is currently using
B1 and I add also linking to B2, is that considered an additional
dependency? Is that permitted between two minor releases?

The particular case is: I'm working on Nepomuk integration in KGet and
got to a point where I want to link it to the Nepomuk Query Libraries
and that would be for 4.10.2, is that possible?
