Why not? Don't you ship the Linux kernel (which is a much worse minefield 
patent-wise in practice, people have actually gotten sued for using it, unlike 
ffmpeg)?

Because as a modern free desktop environment we are expected to support and 
grok multimedia. And ffmpeg is the best library to do this, it supports pretty 
much every video format out there, and is actively developed.
