Yes, use the KNotification class, part of kdeui:

The knotify daemon should support some version (I guess the latest) of=20
the notification freedesktop specs; but usually you don't have to worry=20
about that, knotify will be adapted to support new versions/features of=20
those specs, pretty transparently from your (=3D application using=20
KNotification) point of view.
