Since you use Kubuntu, I hope you are aware of the kubuntu PPAs? Else
I strongly suggest you have a look at http://kubuntu.org/news .
KDevelop from the Kubuntu PPA is at version 4.0.1 and that is also the
way to upgrade to KDE 4.5.1
