That commit only comments out a couple of lines in the CTestConfig.cmake,
which isn't even read in a normal build, so I really doubt that is the
problem.

Fixed in 0606c94 (didn't catch it sooner, since codec installation isn't
enabled by default, and I don't use it ...).

Also, please use phonon-backends@kde.org for this kind of stuff in the
future.
