not necessarily; some reports state that this isn't the case for this problem. 
it seems there may be some issues with calls timeing out (and therefore the 
app waiting for the full time out period?) when network isn't ready or 
otherwise available.

still, rebooting is the best way to test this .. just don't want to send 
people who are may look into the problem on a path without full info :)
