I think doing a kio-slave is easier then doing a whole new app. With the kio-
slave you don't need to worry about gui, its already there in the form of 
dolphin, konqueror and the kde-filedialogs. You don't need to worry about other 
local protocols for the file transfers (supposing you want to create a 
local/remote split-pane in your app). You can focus on your own protocol stuff 
without distractions.
And you get rather instant satisfaction as many people in many apps will make 
use of it really fast.

Starting a new app and including it in KDE will get you many questions like: 
"Why do I have to run another app to access that, how is that better then just 
running the browser?" "How do I integrate that into my app?" "Why is the gui 
so broken?"
With a new kio-slave you are at on of the centers of KDE (technology-wise) but 
not changing anything existing. Only extending functionality of a lot of KDE 
apps.

And if someone wants a plain gui app in the mc/nc style to access google-docs, 
just create a menu-entry to load dolphin or konqueror with a split-pane layout 
local-vs-googledocs. :-)
