assuming it meets the general KDE guidelines such as for licensing (which i 
assume it does, already being in extragear :) and there is an active 
maintainer for it, then i think it would make a nice addition in 
kdebase/runtime/kioslave/

to get this moving, please send an email to kde-core-devel noting:

* what the slave does
* what currently uses it (and what could us it if it were more available)
* who the maintainer(s) will be

if there are no objections on k-c-d within a week or so, then it can be moved 
over.
