No need to force anything

Look in ~/.kde4/share/apps/kfileplaces/bookmarks.xml, customise that to the 
entries that you want to show by default, and install that in 
$KDEDIR/share/apps/kfileplaces system-wide.  It will be used by all new users 
created on the system.
