the design specifics of many projects go on in project-specific mailing lists 
(games, edu, office, amarok, hardware devel, multimedia, plasma, kwin, 
kontact, etc, etc...). this allows people working on them to have a manageable 
amount of email rather than see ALL email of all people working on all things 
in KDE ...... which is quite a lot :)

kde-devel is really more for discussion of how to use kdelibs, qt, etc. when 
writing applications with them.
