I can get it from the  KGlobalSettings::toolbarAppearanceChanged
(int),  There is an error in KToolbar's documentation I think.  It
states:

KToolBar uses a global config group to load toolbar settings on
construction. It will reread this config group on a
KApplication::appearanceChanged() signal.

But there is no such signal in KApplication.
