Yes it needed to be installed in /usr. I wrote a patch to fix that, which I 
applied to findpolkitqt in kdebase, but apparently it was copied to kdelibs 
before I applied the patch.

The patch uses the output from pkgconfig, which means you still have to add 
$KDEDIR/lib/pkgconfig to $PKG_CONFIG_PATH, but you should do that anyway.
