How does, say, Inkscape read numbers from an svg, if that is the case? 
Do they have their own strtod-or-similar? (Presumably, however they 
handle it would be similar to how it should be fixed in this instance.)

Given that reading numbers from a file (or writing numbers to a file) 
doesn't seem like an unusual operation (which would need to operate in 
the C locale always), I'm surprised if libc really doesn't have a 
solution to this...
