Most draconian firewalls do not allow CONNECT to port 80. But they do 
allow CONNECT to port 443. Are you sure this solution doesn't work for 
you?

If you need to contact the sysadmins, their email address is 
sysadmin@kde.org. I wouldn't count on their changing the setup for just 
one user, though...
