there is a special mailinglist for Plasma, plasma-devel*. Patches for Plasma 
are best sent there for fast and proper treatment :)
Even better, they make use of the KDE reviewboard**, so place your patch 
there.

Now, to improve this for others, where did you look and where would you expect 
a note about the proper mailing list for Plasma related things?

I just found at least one prominent places where plasma-devel is not listed. 
Patch soon be sent to web maintainers :)
