Hi. Looking at the history at http://websvn.kde.org/trunk/KDE/kdeadmin/kpackage/
we can see that the last significant change was made over a year ago.

And now users complain about KPackage not working:

I suggest moving it to playground/ or unmaintained/
to not confuse users.

In ubuntu there is adept, in opensuse yast2.
I personaly doubt that kpackage will ever be a common choice
for the distros
