I noticed this bug in DateAndTime and I am glad yo have a try on it. Where did 
the kcmclockrc file write? where does it write after your patch?

However your patch does not fix the timezone for me. My timezone is Paris and 
if I change to Perth for ex, it still goes back to Paris after a restart.
I can't find the config file kcmclockrc, it seems not created...

Maybe you can post it to kde-core-devel if you do not succeed, I really would 
like to see it fixed because this module is not maintained and that would be 
one bug less.

Did anyone else try it? Maybe my system is messed with too many tries for 
several things ;)
I'll be willing to test more!
