I removed the following lines:

[Containments][3][Applets][8]
geometry=182,2,3,36
immutability=1
plugin=systemtray
zvalue=0

and indeed things are normal now and plasma does not take any
noticeable amount of CPU, even when playing with the menus (which
became rapidly unusable before).

Yes indeed, that seems highly related.
I did not mention before, but this might be significant: I am using the
Nvidia drivers version 177.80, and the problem occurs whether or not I
use
 nvidia-settings -a InitialPixmapPlacement=2 -a GlyphCache=1

but I have the following options set in xorg.conf.
    Option         "PixmapCacheSize" "2000000"
    Option         "AllowSHMPixmaps" "False"

If it helps I can redo the experiment without those, since apparently
you are not seeing the problem on some of your other machines as per
your message on 173811.
