Why? I don't have any data for this, but from experience I'd say people would get pretty upset when your app wastes precious vertical space when there's plenty of horizontal space available. Having said that, you could try with a QWidget that contains a layout with just a QSpacerItem. That should enlarge the QWidget as much as poosible and hence make the upper toolbar as wide as the toolbar area and force the second toolbar into the next row.
