KHTML is dependent on a lot of stuff in KDELibs, so you'd end up compiling other stuff from KDELibs in order to compile it. To compile parts of KDELibs, you would probably want to simply remove stuff that KHTML doesn't need (for example, KHTML itself doesn't currently use libplasma. However, you'd probably spend more time sifting through various components to skip than you would save by not compiling it.
