hmm, i think that's about the third implementation of such a thing. one
is on a branch in svn and the other probably still resides on someone's
disk.

so far, however, nobody has tackled the hard problems, like a useful way
to configure and namespace arbitrary backends (a mail from aaron is
waiting for a reply for months now ... see
http://lists.kde.org/?l=kde-commits&m=120396989421492&w=2 and rest of
thread), making the architecture support both batched (e.g., .ini) and
on-demand (e.g., windows registry) backends efficiently, and possibly
some other things.

if you are interested in serious kconfig work i have a nice todo list
and some half-finished code for you. a word of warning: kconfig
developers have a tendency to disappear without a trace (two and
counting).
