Also remember that Baghira is not part of KDE, but developed separately. 
You'll need some buy in from the Baghira developers. Of course, it is 
forkable, so I would probably use Baghira as the starting point for a new Qt4 
style if the original authors are not interested in going forward.

p.s. Money can help, but it is not the best motivator when the software is 
written as a hobby.
