If you develop a KDE application you would use KXMLGuiWindow
http://api.kde.org/4.x-api/kdelibs-apidocs/kdeui/html/classKXmlGuiWindow.html
and only use Designer for the window content (i.e. the main widget, not the 
menus)
It uses all KDE libraries such as all standard actions that you cannot get 
from Designer QActions.
Using Designer is nevertheless the prefered way of designing your GUI inside 
your window.
