second option in help:/kdm/kdm-files.html#kdmrc-general - if it is not
there, you have a serious problem with your installation (like, a five
year old handbook).

if you read the kdmrc format description you'll notice that except for a
few explicitly marked keys, there is *no* mention of using quotes.
anyway, that should not matter - '""' is interpreted as a foreign
display for which no server should be started. enable debugging (read
readme) and see what is *actually* configured per kdm's interpretation.
