I'm sure this is described somewhere on techbase.kde.org, but here is a 
short resume:
- you have to ask for an SVN account 
(http://techbase.kde.org/index.php?title=Contribute/Get_a_SVN_Account)
- put the code into trunk/playground
- develop there
- if you find it stable enough, decide where do you want to see (a kde 
main module, or an extragear module, probably the latter). Ask on the 
mailing list about opinions.
- put into the kdereview module
- if it was reviewed, it can be moved to its final place.
