I agree.
Any distribution installing KDE into a prefix not included in the XDG_ 
variable defaults is also responsible for setting the paths.

Also applies to anyone installing from sources, though this should be 
documented somewhere (if it isn't yet)

Like adding the bin dir to PATH or the lib dir to /etc/ld.config or 
lib/pkgconfig to PKG_CONFIG_PATH
