I ran into that error from subversion today after updating subversion
on my Ubuntu Feisty today. Seems like there is no DAV module in libsvn1
anymore which is responsible for handling http.

Until there is a proper solution the workaround working for
me is replacing the packages <subversion> and <libsvn1> with
binaries from Debian Etch:

   http://packages.debian.org/etch/subversion
   http://packages.debian.org/etch/libsvn1
