I just moved KBabel into tags/unmaintained/4

Now please move KAider into kdereview, following the instructions at
http://techbase.kde.org/Policies/SVN_Guidelines whenever you feel
the time is right.  But it would be nice to have it ready and working in
extragear for co-releasing with 4.0.0.
