I seem to be having a similar problem (with KDE4Internal) -- now fixed.

KDELibs is the location of nepomuk.  The first problem is that the error 
message you are getting isn't very helpful.  The file that isn't being 
found is: $PREFIX/share/apps/cmake/modules/FindNepomuk.cmake.  IIUC, if 
you are using the same PREFIX to install KDEBase4 as you used to install 
KDELibs4, this should work.

I have no idea what your specific problem is without more info.
