Well it is simple, pretty much everybody uses virtual desktops, except for Compiz. And it was stupid of me to think we should support viewports as well :(. There are still things that don't work with viewports (taskbar showing only current desktop,...). I don't think we can ignore Compiz completely, so we can't go with the obvious simple solution, but I suggest considering viewports as some kind of legacy system - when there are no virtual desktops and there is a viewport, the code in kdeui/windowmanagement will silently pretend the viewport is virtual desktops, and that's it.
