i think kcontrol is hopes to be exiting kde4. eyes have been cast to 
systemsettings, though that may not be the ultimate answer either.

personally, must haves for a control center for kde4 would include: 
search, "related panels" links and more effective help/documentation for the 
panels. many of the kcms themselves need to be reworked so that they are less 
of a mess.

it is a long term project (i don't have time myself to work on it right now, 
either =/) but one that could have a large positive impact on things.

Jacob: start scratching your itch =)

(oh, and calling stuff BS is a great way to annoy people ;)
