Yes, it does and I think svn.kde.org is the best place as it is open to 
everyone and that we can see diffs via a Web interface. :)  That would 
make it easy to ask other translators to check a new file or an update.   
It might be difficult to setup a new project somewhere else, especially 
for small teams.

How about trunk/new_directory/LANG, for example? I think it should be 
outside the existing l10n.  Otherwise, these files would appear in 
kbabel's project view.
