perhaps checking for kworkspace.h would make the most sense at this point.

the stuff in workspace/ is not meant or guaranteed to be portable out of x11. 
things that depends on items in workspace/ are likely not portable either. 
this is why the kdebase/CMakeFiles.txt says:

if ( Q_WS_X11 )
   add_subdirectory( workspace )
...
endif ( Q_WS_X11 )
