What keyboard do you mean - xkbd?
I think It's not too difficult to do it from scratch, but the devil is
in the details:

 * must be reasonable small (font)
 * toggleable by system tray icon
 * send resize/move events to running application windows to avoid coverage

I assume to achieve the ladder it's neccessary to implement it in KDE
instead of Qt?
